Participatory Budgeting – A Pune experience

ABSTRACT:

Participatory budgeting has become one of the central themes of discussion in the last 30 years in the areas of democracy and local governance. Despite wide acclaim across the globe very few initiatives have been taken in India in by municipalities by adopting participatory budgeting. Apart from the state of Kerala where participatory planning was instituted in 1996, Bengaluru, Mysore and Pune are other few cities where participatory budgeting has been initiated. This paper attempts to trace evolution of participatory budgeting before comprehensively analysing and examining the processes of participatory budgeting in Pune city. The paper first briefly explores participation and various frameworks of participatory budgeting in developing countries and India. The paper then engages with the history and analysis of aspects of participatory budgeting in Pune. It focuses on various groups involved in participatory budgeting in Pune. After outlining the strengths and weaknesses of participatory budgeting, the paper concludes with policy recommendations to help improve the quality of participatory budgeting in the city of Pune.

BAREFOOT ARCHITECTS: THE HABITAT OF THE MOODAH MAKERS OF FARRUKHNAGAR AND THE WEAVERS OF CHANDERI

This is a research paper published at the annual THAAP Conference 2014(Trust or History, Art & Architecture of Pakistan) under the American Institute of Pakistan Studies; themed ‘Culture, art and architecture of the marginalized and the poor’ The two case studies are a part of the Urban Conservation studio project at M.Arch Conservation programme of School of Planning and Architecture, New Delhi.  The paper will be written  with support from Dr Priyaleen Singh, Studio Director.  

ABSTRACT:

Crafts in the Indian sub-continent, as also elsewhere in the world, are a product of a culture and a result of community interaction with the ecological, social, economic, cultural and religious forces, enabling craftspersons to produce objects of daily utility, for ritual use, for festive occasions or for sheer aesthetic pleasure.  The production of crafts is also intricately linked with the habitat in which they exist and which nurtures the production of such objects of contrasting finesse and utility, be it a simple moodah made out of wild sarkanda grass found in the surrounding forests in Farrukhnagar or the highly refined silk saree weaving tradition in Chanderi which connects trading centres in various parts of India dealing with silk, cotton and gold threads.

Paradoxically, even while historic cities and towns continue to be a repository of crafts and craft skills, and these crafts silently continue to contribute significantly to the economy,  both crafts and craftspersons have been marginalized and live on the fringes of society, both literally and metaphorically.  But what is noteworthy is that even in their frugal existence and deprived of the basic amenities they continue to assert their identities through very distinct habitats, shaped by the activities they foster.  Their habitat responds very sensitively to the needs and demands of the craft processes where the architecture and its spatial qualities work symbiotically with the craft production and help sustain it.

As ‘barefoot architects’, these craftspersons have designed their own habitats as highly responsive environments to the needs and demands of the craft.

This paper is a study of two such settlements of crafts and craftspersons: the moodah makers of Farrukhnagar and the weavers of Chanderi and will illustrate that beneath the more visible squalor of the built environment is buried a traditional wisdom of habitat design.

Mumbai’s Eastern Waterfront– Giving the sea back to the city

Mumbai’s Eastern Waterfront – the temporal context

Mumbai in 2010 – The city is up for grabs. Every inch of land, used or unused, is like a patient in diagnosis- looked over, pinched and prodded, examined, analysed and debated over for a treatment, usually called Redevelopment. There was a time not so long ago that the few remaining undeveloped areas were coveted, the open spaces vied for. Those spaces are no longer available. Now it is the space that is already built upon that is in the foreground. With an economy booming, developers and speculators have at their disposal the best specialists and the best equipment to raze existing places in the city in order to raise shining edifices of the new wealth. In this effort, the older areas of the city are fair game, branded as decrepit, congested, unhygienic and prone to collapse.  These spaces- mill lands and inner city areas are now the sites of future redevelopment.

One site however has been coveted for a long time. It is a site to die for, given its size and location. As long as the length of the old Bombay, it runs along the entire eastern edge of the island city, between one to three kilometres in depth, and most importantly out of bounds for most, literally, separated from the rest of the city by a wall. The Eastern Waterfront (EWF) is today collectively the harbour and port, the vast docklands and storage areas. It is restricted to the rest of Mumbai for a variety of real and perceived reasons. Today, thanks to Google Earth we can see over the wall in some detail, even if we cannot access all of it physically, and its immense potential to revitalize the city is being understood.

What if this entire stretch of brownfield sites were made available to the city?  There would, of course, be two ways to go. The first, given the precedents in Mumbai today, these areas would be gleefully subdivided by speculators like many slices in a pie, and each slice would generate millions by the creation of gated communities for those who could afford a prime plot, office space or condominium by the sea. This spectacularly upmarket location could easily break every known baseline for a city where apartments have already been sold for Rs. 100,000/- per square foot. Or there is the other option, which is that this inaccessible land is made accessible for the use of the city at large, for the citizen, irrespective of the depth of his or her pocket, for communal use, for public facilities, for recreation and for sustainability. The area east to the wall, as it were, would belong to all. This could transform the city and its inhabitants. This could bring down the wall.

This is not as impossible a proposition as it first seems. The city of Bombay germinated more than two hundred years ago because of seeds planted along the eastern waterfront. Historically, this is where the martial, the maritime and the mercantile city began. What began as a simple manor house and factory built by the Portuguese changed radically when the ownership of the islands exchanged hands with the British. The British seized the potential of the natural harbour on the eastern edges of the islands to create a mercantile hub as an alternative to the erstwhile port of Surat. They first developed the Fort and the Harbour, then brought in the trades people, then the service industry to the docklands. When the city boomed in the middle of the nineteenth century thanks to its centrality in the cotton trade (thanks to the blockages resulting from the America Civil War) the city attracted vast numbers of migrants who settled all along the city walls, close to the EWF, and made their lives in the burgeoning port city. Soon the southern tip would be dominated by British, developed the Bombay Fort. Toward its northern edge the first migrants- from the trading communities of Gujarat- the Parsees, Bohras and Banias created economic opportunities from the docks. Later migration from all parts of what is now Maharashtra state sank roots on the islands. All along its bastions on the outside beyond the esplanade, settlements that would be later known as the native town were developed. Later reclamations unified the islands and joined them to the mainland on the northeast. As blanks were filled, the EWF grew to what it is today.

Observations from the site surveys

At the end of the surveys it became obvious that almost the entire stretch of the waterfront is currently out of reach for the citizens of Mumbai in terms of public access. This was however an area of appropriation and occupation, populated by a myriad of occupations and a mishmash of users. A comparison of both, the eastern and the western coasts of Mumbai brought about a stark contrast within functions and the variety of activities and accesses. On the EWF, many types of self generated dwellings sustained people in constant transition. What new developments were observed consisted of usurping space and trying to fit into the crevices and the niches of the already established town. However, the relation between the old and the new is not always symbiotic.

The entire stretch was once a partner to the growing trade and economic activities and gave rise to the cosmopolitan and cultural integration. However, current barriers created to safeguard the port activities have led to the disintegration and the breaking of connections with the city as a whole. Today, unsustainable development by the port authority threatens the ecology and the environment of the coast. The eastern waterfront, which was once the site for the new emerging capital for trade and transport, now lies in a state of disrepair.

Some proposals for different sites on the Eastern Waterfront

Redevelopment of the Ferry Wharf

ImageLocally referred to as ‘Bhaucha Dhakka’, the ferry wharf has been the sole hub of water transport in this city by the sea that can be freely accessed by the citizens of Mumbai. Ferries connect the EWF to various other local ports on the western coast of Mumbai, especially on the Konkan mainland. This is still a popular site for transport and for the unloading of the fresh catch of fish that local fishermen bring in every morning.

Student proposals for redevelopment here included the introduction of a new commercial area to increase footfalls; realigning the approach towards the jetty to free land, to create a green corridor and retrofitting the defunct warehouses in the vicinity for community oriented functions.

Another look at the P D’Mello Road

The P D’Mello road has an iconic status in that it follows the entire length of the EWF creating a number of pick up and drop off points stitching the entire eastern edge of the island city into an accessible whole. It is one of the north south arteries that pulse through the heart of Mumbai. 

Proposals for development envisaged the widening of the road and the creation of a buffer between the heavy traffic and the residential areas by introducing greens. Underground parking for the heavy load carrying vehicles would ease the clogged artery, while at the same time bringing accessible areas back into the city to support the economy. The road is beset with pavement dwellers that would have to be rehabilitated.

Redevelopment of  Sassoon Dock

The Sassoon Dock represents the beginnings of the city of Bombay as a commercial and maritime capital of the Western part of India that saw its days of glory as a global checkpoint that connected the occident to the orient. Subsequently falling into relative disuse and disrepair as the context changed, it has now become a brownfield site that divorces the city from the water on the eastern edge. 

A fishing village, or ‘Koliwada’ that reflects the island city before it became a port city still thrives and this had to be contended with. The proposal envisaged the development of a promenade near the Koliwada to bring in cultural exchange and tourism. This would be made possible by modifying the land use in Koliwada to provide basic services and sanitation. The market in the Sassoon Dock would be relocated to generate more income, as would the redevelopment of defunct godowns. The effort was to give this important edge back to the city.

Housing on the Eastern Waterfront

The provision of new housing stock for a city splitting at the seams is an ongoing need. On the EWF too, various kinds of housing exist. These sites are now being eyed for potential speculation through redevelopment. Speculative futures always have given short shrift to existing long-term users of the sites as they have limited means. New housing to them is provided as largesse- more as a ‘builder’s burden’. The only counters to this are the generation of design alternatives in housing that is equitable to current and newer users. As a term exercise a site on the Eastern Waterfront near Reay Road Railway station was chosen to create alternatives for equitable housing. These proposals would pay special attention to living and working, a typology that is a constant in Mumbai. The final designs went a long way towards achieving these goals through an equitable densification that gave the current occupants a respectable position in the redevelopment, and avoided the sudden gentrification of an area that is part of the inner city.

Sir JJ College of Architecture and Columbia University- the Experience of Collaboration

The collaboration between the students and faculty of the two institutions set off a series of observations and inferences into the present and the future of the brownfield sites of the eastern waterfront. While the desire for redevelopment is easy enough to express, putting the desire into practice is fraught with issues of perception, and the appreciation of the intangible.

The collaboration, with its cross-cultural reference points opened up new areas to analyze. Different perspectives from a visitor’s outlook helped to broaden horizons especially for students from Sir JJ for whom taking one’s environment for granted was an occupational hazard. Smaller details are usually overlooked when one has been a resident for years, but the students from Columbia tended to notice details that would otherwise have been missed. It was a great learning experience in all, with exchange of ideas and languages, putting on different thinking hats, detailing and analyzing areas, creating represents using simple hand drawings, putting one’s first thoughts onto paper, and not depending overmuch on software. Interaction with locals at various sites and gathering information right from the streets to the seas was a journey in itself.

Regeneration and Improvement of Urban Core Areas of Mumbai and Pune through Cluster Development

Cluster development is the grouping of a particular development’s residential structures on portion of the available land, reserving a significant amount of the site as protected open space. This type of development is an alternative to the conventional zoning and subdivision development process that preserves open space and provides other environmental, societal and economic benefits. It is a tool for better land use as more land is required to meet a growing community’s residential housing needs.

The following are the primary objectives of Cluster development:

  1. To promote planned urban regeneration of decaying urban areas, improve roads and public transport, provide adequate RG/PG and social amenities and restore degraded environment
  2. To  focus on urban design to facilitate well spaced buildings with adequate light and ventilation, fire safety and aesthetic values
  3. To arrest abuse of redevelopment incentives by private builders-   by setting out priorities for redevelopment of areas with most dilapidated buildings.

The urban core areas in any city are areas the oldest areas, where a mixed land use and occupations and specific characteristics are found. These areas are high in heritage value in terms of architecture, has a predominant historic and cultural religious influence and very vibrant communities of different backgrounds. The buildings which are of heritage value tend to become dilapidated. Most of the buildings are under the Rent Control Act, which renders it to be underutilized and under maintained, degenerating the face of the core areas.The existing infrastructure owing to the old, dilapidated structures, narrow street patterns and the dense population, is deficient to meet the needs of the population.

Mumbai has announced a redevelopment of the very old Bhindi Bazaar, Byculla. This project is the community’s initiative under Development Control Regulation No. 33(9), inviting local participation in the creation of a new and more relevant city. It is stated to be one of the largest urban renewal projects in the country. The redevelopment will cover 6.5 Ha (1.7 lakh sq.m.) comprising 3200 homes in 250 existing buildings; 1250 businesses and will impact lives of 20,000 people.This project is an exception to the provision in the DCR, which states that the minimum area for cluster development should be 1,000 sq.m.

Owing to the large number privately and publicly owned sites and amalgamation of plots is more convenient and beneficial to produce a holistic design meet the needs of the required infrastructure for the rehabilitated community and provision of large open spaces is possible.

The much talked about core city area in Mumbai for redevelopment (Ward B, C, D) have an extremely rich heritage and a vibrant culture and a mish-mash or religions living in harmony. This social aspect of redevelopment is the quintessential factor while proposing the new building to house these people, who may have a completely different lifestyle. The question still lies- will an urban planning exercise to redevelop without considering the social aspects of the society be an answer to the inhabitants?

Cluster development is the answer to the required micro planning of areas, catering to the minute requirements of a pedestrian crossing the streets, to providing amenity spaces for the residents and establishing a network of infrastructure facilitating the residents in terms of feasible transportation, good environment and basic daily necessities. It helps in catering the demands of the pedestrian, the commercial users, the floating population, the informal settlements and the residents in that particular region.

The strategies to design cluster housing should be devised to benefit the redevelopment. The current provision in the draft D.P. of Pune allows for areas with minimum 1000 sq.m. and an FSI of 3. This provision will have redevelopments schemes springing up at every corner of the road, reducing the possible and the much required amenity space in the city. Also, the designs are compromised owing to the lack of space and to utilise to the fullest the available FSI. Block-like buildings with the same height leave no space for natural air to pass between buildings. Podium development for the first two floors and then, staggering the upper floors a little behind, will help, the study says. This will also allow natural light inside the buildings. Staggering of parking strips will make more space for parking. Amalgamation of plots and re-planning the road network and working out the FSI for individual plots can work in the benefit of the land owners and the city’s urban fabric too.

Pune also has an urban core area rich in heritage and architecture, with a characteristic dense fabric in the Peth areas. The recently released Draft Development Plan of Pune also has provisions for Cluster Development .However, it is important to understand the social and the housing demands of the existing and the future population. In view of various infrastructure proposals in Pune, amenities and public spaces are the key factors to be given priority to device cluster regeneration. Owing to the large number privately and publicly owned sites and amalgamation of plots is more convenient and beneficial to produce a holistic design meet the needs of the required infrastructure for the rehabilitated community. Urban design of an area should be used as a tool to design individual houses and not vice-versa, for regeneration and a facelift for the core area.

The following are suggestions for proposing cluster development:

  1. Characterize clusters (TOD, Heritage, institutional, commercial, residential, gaothan, bazzars, mixed, green, Government)
  2. Assign land use zoning norms and building regulations for clusters based on set parameters
    1. Sub divide, if necessary into sub clusters for planning buildings and construction
    2. Assign density, FSI, RG, PG, PGA norms for clusters
    3. Assign height, light, ventilation, open spaces, parking norms
    4. Devise urban design guidelines and urban design index system

In this regard, the role of integrated regional and urban planning, strategy to facilitate housing and infrastructure development could be of critical importance. Thus, the planning and development of urban infrastructure and services could play a significant role in shaping the urban landscape and managing cities effectively.

Preserving an Icon to Bombay’s Cosmopolitanism

This article won the Second Position in ‘Architectural Journalism Competition’ held by BuildToday , 2008 and was published in The Build Today Journal.

 

George Gilbert Scott never came to India.Yet his masterpieces keep the city of Bombay proud even today. His reputation as one of the greatest Gothic revivalists in Britain saved him a trip to India. This Victorian beauty has seen it all- from facing the Back Bay alone to sharing the land with concrete giants. With the growing urbanisation also grew the respect towards such masterpieces. After living 132 years of its glory, the hall was conserved in 2006.

The University building which defined the esplanade and the skyline now takes a backseat, its role now being played by Art Deco and Modern buildings. Despite of this fact, its importance in the development of the city and its rational outlook cannot be undermined.

Ever wondered what a design brief would be without the mention of the site? After the completed drawings of the Bombay University buildings were approved over a few correspondences, a loose quadrangle on the esplanade was then emptied. The street plan of Bombay was modified to suit the design of the Senate Hall and the Library buildings and Sir Bartle Frere’s vision of Bombay as “Urbs Prima in Indis” or India’s first city accelerated.

The first public building- the Secretariat built in the Neo Gothic Style and the Back Bay were the only ones to provide a context to the University buildings .Together, the secretariat and the University buildings gave an impetus to create a skyline for Bombay. Yes, we are talking about the same place where the university stands today.

The conception of the university is unique, as it marks the collaboration between the natives and imperial masters working in harmony, an event not seen anywhere else in colonial India. Sir Cowasjee Jehangir ‘Readymoney’, a Parsi merchant with a genuine interest towards civic welfare was the first one to contribute, followed by Premchand Roychand, a powerful stockbroker. This marks the start of a cosmopolitan Bombay.

Scott’s design of the Convocation hall had to be modified.

G.T. Molecey and Walter Paris, assistant architects to the Government of Bombay then, were given a task of modifying the design ’with minimum alterations’ to respond to Bombay’s peculiar climate. They helped the design to adapt the climate by bringing in the use of local materials.

Indian craftsmen were given a share of sculpting and carving out the building leading to an introduction of local motifs and ornamentation in the form of corbelled heads depicting castes, supporting the iron brackets designed by Molecey. The apsidal end of the hall had been lined with lancet windows through which coloured light entered the hall. The very gothic rose-window on the northern facade representing the twelve zodiacs was the highlight of Scott’s design. An unornamented groin vault spanning the entire length of the rectangle enhanced the 63 feet tall structure.

As time elapsed, surroundings underwent many changes due to urbanisation and thus global warming. This lead to excessive rainfall, fluctuating climatic conditions and increasing pollution which had a drastic effect on the structure. Ultimately all this turned the building into shackles, making it unusable. The inability of people to foresee and tackle this sorry state of the building brought in the need to conserve it under an able conservationist like Architect Abha Narain Lambah. Conserving this couldn’t be an easy task as it brought with it the challenge of preserving it ‘with no alterations’ in design.

What if one accidentally discovers a secret trap door under his feet? Something similar happened with Lambah when her team tried to unravel the raw beauty of Kurla stone lying beneath the thick layers of paint on the walls. A chamber appeared which was then assessed to be a gas lighting chamber ,commonly used in that period throughout Bombay .She efficiently managed to use it for electric wiring.

Adapting the hall’s function to its present day needs, the conservationist decided to replace hazardous asbestos fibre used acoustically on the vault with relatively inert cellulose based fibre. Her sensitivity towards restoring the building is evident by her decision of removing the ceiling fans which now provide an unobstructed view of the handsome stone vaulting adding to the soaring height of the hall. The heavy mass of the tracery vaulting is lightened by the use of artificial lighting. In the gallery constructed out of Burma teak, iron brackets were adorned by 24-carat gold leaves. After restoring the gold leaf, the original ambience that Scott might have imagined while designing the building has returned.

The building won UNESCO’s award of distinction for its restoration. After G.G.Scott and Molecey, Abha Lambah has made her presence felt in the history of the Senate hall. The restoration will stand the test of time and generations to come will experience its grandeur in the future, as in the present.
